Education groups often struggle between two extremes: complete campus independence and excessive central control. A hybrid governance model usually delivers a better operational outcome.

What should remain centralized?

Roles, permission definitions, standard templates, financial policies, chart structure, dashboards, document branding and organization-wide rules should normally remain under Head Office governance.

What should campuses manage?

Authorized campus teams should complete admissions, attendance, billing, collections, employee activity, academic work and local services without waiting for Head Office to enter every transaction.

How the All Campuses view should work

“All” must mean all campuses assigned to the current user—not unlimited access. Backend permission checks should still apply, and every created transaction should retain a valid campus.

Measure comparable outcomes

Use consistent KPIs such as enrollment, attendance, collection rate, outstanding dues, cost per student, staffing ratio and result trends. Comparison is useful only when definitions are standardized.
